Recent roundtable discussions with senior UK data and IT leaders keep circling back to the same friction point: metric wars.
When executive forums are spent debating whose numbers are right, the issue is not reporting. It is decision integrity. And when decision integrity is weak, AI scale becomes a risk rather than a lever.
Metric wars create four compounding costs:
- Time loss in the rooms where decisions should be made
- Duplication as teams rebuild “local truth” to protect themselves
- Confidence erosion as leaders stop trusting central dashboards
- AI drag because disputed inputs and unclear accountability block scale approvals
The default response in many organisations is to plan another rebuild. New platform, new architecture, new vendor stack. Yet the pattern is clear: modernisation alone rarely ends the disputes.
Most metric wars can be resolved without rebuilding, by fixing one thing properly: decision rights.
What metric wars really are
Metric wars happen when:
- multiple teams publish different numbers for the same KPI
- nobody can explain discrepancies quickly
- leaders validate manually before acting
- the same arguments repeat every month, without a final resolution mechanism
This is why they persist: a metric war is usually a governance failure, not a data failure.
Data complexity exists everywhere. Metric wars persist where the organisation cannot end disagreement fast and final.
Why metric wars block AI scale
AI scale needs three conditions:
- trusted inputs
- consistent definitions
- clear accountability for decisions and outcomes
Metric wars are evidence that at least one of those conditions is missing. If the enterprise cannot agree on core concepts such as customer, active user, margin, risk exposure, or service levels, automating decisions based on those inputs becomes difficult to defend.
This is why AI initiatives often succeed in pilots but slow down at scale. The organisation cannot answer, confidently and consistently:
- what the metric means
- where it comes from
- who owns it
- what happens when it is disputed
Ending metric wars is therefore one of the fastest ways to improve AI readiness.
The common mistake: treating this as a tooling problem
Many IT and data teams respond with more capability:
- semantic layers
- catalogues
- dashboards
- platform standardisation
- quality tooling
These help, but they do not solve the core failure if the enterprise still lacks:
- a named owner for each critical metric
- authority to enforce definitions
- a tight escalation path with consequences
Without those, the same disputes resurface on a newer stack.
The three root causes behind most disputes
1) No single accountable owner per metric
If a metric matters, it needs a business owner with authority who is accountable for:
- definition and interpretation
- quality thresholds
- approving changes
- resolving disputes
IT enables the metric. The business must own the meaning.
2) Governance exists, but it cannot enforce decisions
Many organisations have councils and frameworks. Fewer have mechanisms that can:
- resolve disagreements within a set timeframe
- escalate to a final decision-maker
- enforce what is “authoritative” in executive forums
If a dispute can continue without consequence, it will.
3) Metrics are not anchored to decisions
Metrics align faster when tied to a shared decision:
- what decision does this KPI influence
- who uses it
- what action follows
- what risk exists if it is wrong
When metrics float without decision context, teams optimise locally and definitions drift.
The fast fix: a metric peace sprint
The quickest way to create momentum is to stop trying to fix everything and focus on the numbers that leadership relies on.
A metric peace sprint is a short, focused reset to end disputes for executive-level KPIs.
Timeline: 2 to 4 weeks
Scope: 5 to 12 KPIs used in executive forums
Outcome: one authoritative definition per KPI, with enforceable decision rights
Step 1: Identify the executive forum metrics
Start with the KPIs that show up in:
- board packs and exec performance reviews
- major programme steering meetings
- risk and compliance reporting
- commercial and operational reviews
These metrics carry the highest cost when disputed.
Step 2: Assign a named owner to each KPI
Each KPI needs a single accountable owner who can make final calls. This is not a committee. It is a person or role with authority.
Step 3: Publish a one-page “metric constitution”
For each KPI, publish one page in plain language that includes:
- definition and intent
- authoritative source systems
- refresh cadence
- quality thresholds and exception rules
- owner and decision rights
- change process
- escalation path
- where it is published as authoritative
This makes the KPI defensible and reduces repeat debate.
Step 4: Enforce publication rules for executive use
This is where disputes end in practice.
Set simple rules:
- executive forums use only governed versions of the KPI
- shadow versions must be labelled as non-authoritative
- exceptions require sign-off
- disputes must be resolved within a defined number of business days
If you do not enforce publication rules, you will not end the wars.
Step 5: Establish a cadence to prevent drift
Definitions drift if they are not maintained.
A practical cadence:
- monthly review of disputes and proposed changes
- quarterly review of whether the KPI is still fit for purpose
- continuous monitoring of quality thresholds
A simple diagnostic before funding another rebuild
Before approving a major rebuild, ask:
Have we implemented decision rights governance for the KPIs leadership relies on?
If the answer is no, you do not yet know whether a rebuild is required.
Many expensive rebuilds are ultimately a way to avoid the hard work of:
- assigning ownership
- enforcing definitions
- removing exceptions
- putting consequences in place
Do those first, then modernise where it still genuinely adds value.
What success looks like within 60 to 90 days
If this is working, the change is visible quickly:
- fewer disputes in executive meetings
- reduced reconciliation time before leadership reviews
- increased confidence in central reporting
- fewer shadow reporting packs
- clearer accountability for metric changes
- faster scale approvals for AI initiatives because inputs and controls are defensible
If you are not seeing these outcomes, enforcement is still too soft or ownership is not truly accepted.
The leadership framing that accelerates alignment
The most effective framing is not “we need better governance”.
It is:
- metric disputes slow decisions and increase risk
- the organisation pays twice: platforms plus manual reconciliation and duplicated reporting
- AI scale is constrained until executive KPIs are consistent and owned
- we will fix this with decision rights for a small set of KPIs first, prove improvement within 90 days, then expand
This shifts the conversation from tooling and process to decision speed, risk, and measurable operational improvement.
